Meet the board

From 1 December 2011, the NHS Cambridgeshire and NHS Peterborough Cluster Board was established to carry out the business of Cambridgeshire PCT and Peterborough PCT. The role of the Board is to oversee all the activities of each Primary Care Trust and make sure that they are both accountable to you for the way they spend tax-payers’ money, your money, on local health services. NHS Cambridgeshire and NHS Peterborough remain separate statutory organisations.

Following an NHS Appointments Commission process, the Chair and Non-Executive Director members of the Board have now been appointed as follows:

Chair and Non-Executive Directors

Maureen Donnelly Chair

Maureen is a Maths Graduate and has spent her career in the telecoms sector. She was head of marketing for BT before leaving to become Commercial Director of Colt Telecom in the City of London. Since then she has set up two telecoms companies (in Germany and in the UK) and now works as an advisor on commercial and acquisition strategy. Maureen, who lives in Cambridge, is Chair of Digital Region, a broadband telecoms company in South Yorkshire and Chair of the Corporation of Hills Road Sixth Form College.

John Barratt (FCCA) Non-Executive Director and Audit Chair

John lives in Broughton, Huntingdon, and has had a career in mechanical, engineering and construction firms (as Commercial/Finance Director). In his early career he was Principal Finance Officer for Anglian Water

Malcolm Burch Vice Chairman

Malcolm has two degrees; an undergraduate degree in History from the University of Sheffield and a Masters Degree in Librarianship from the University of Wales. He is currently studying for a Masters in Business Administration at the University of Birmingham. He is a member of the Chartered Institute of Management.

Malcolm was previously the Assistant Chief Executive of Peterborough City Council. He currently runs his own interim and management consultancy company providing support to public services, charities and local strategic partnerships.

Malcolm lives near Peterborough and is married with four daughters. His hobbies include walking, reading and West Ham United.

Robert Kynnersley Non-Executive Director

Robert is a retired Chief Superintendent of the Metropolitan Police, latterly in the Redbridge Borough. He now lives with his wife in Wisbech, and is active in local amateur theatre groups.

Peter Southwick Non-Executive Director

Peter has a first degree and a PhD in Metallurgy from Cambridge University. He spent much of his career in the USA, in the steel industry. His last position in the USA was President and Chief Executive Officer of Ispat Inland Inc (subsequently Mittal Steel USA and now Arcelor Mittal), which was followed by promotion in 2003 to the post of Corporate Director, Quality Assurance, based in London. In the 1990s, he was also a Board member of his local branch of United Way, the largest charitable fundraising organisation in the USA.

Prof Colin Coulson-Thomas Non-Executive Director

Colin is an experienced director who has held a variety of private, public and voluntary sector board appointments; professorial appointments in Europe, North and South America, the Middle East, India and China; and advised over 100 companies on transforming performance and board and business development. He was educated at the LSE and the London Business School, is a Fellow of seven chartered bodies, has authored over 40 books and reports, and has spoken at over 200 national and international events in over 40 countries. He lives near Peterborough, and with the River Nene at the bottom of his garden sometimes travels to the City by boat.

Sally Williams Non-Executive Director

Sally, who lives in Bottisham, is an independent Health Policy Adviser. Her main areas of interest are in public protection and risk management. Recent published reports for the King’s Fund include ‘A Seat at the Top Table’ (2008) and ‘Assessing the New Consultant Contract’ (2006). Until December 2008 she was also a member of the Council for Health Care Regulatory Excellence. Sally represents the public interest as a reviewer and panel member for a number of organisations, including the Postgraduate Medical Education & Training Board (PMETB), the London Deanery, the Nursery & Midwifery Council and the Royal College of Surgeons of England.

Glen Clark Non-Executive Director

Glen, who lives in Wicken, near Ely is Finance Director of Marshall of Cambridge Aerospace. He is also a Board member of a number of their subsidiaries, including four companies based overseas - and takes a lead role in Corporate Governance.

Executive Directors

Dr Sushil Jathanna Chief Executive Officer

Dr Jathanna was previously Chief Executive of NHS Great Yarmouth and Waveney and also spent a number of years in leadership roles at North East Essex and Colchester and Tendring PCTs. He is medically trained and has postgraduate degrees in general medicine and public health medicine, together with management qualifications. Dr Jathanna brings with him a wealth of experience and his particular strengths are leadership, innovation and a passion for making a difference to the local population.

John Leslie Director of Finance and QIPP

John Leslie joined NHS Cambridgeshire as Finance Director. John was previously at Croydon PCT and prior to that was Finance Director at North Somerset PCT.

Dr Christine Macleod Medical Director

Christine became a Fellow of the Royal College of Physicians in Edinburgh in 2000 having worked in postgraduate clinical medicine in Aberdeen, and publishing a series of Health Gain Investment Programmes with the Trent Regional Health Authority. These were a forerunner of the National Service Frameworks. She studied Public Health at Newcastle University and held posts as a Consultant at the Trent Regional Office as a Senior Civil Servant and then Consultant in Public Health at North West Anglia Health Authority based in Peterborough. In Peterborough she held the remit for primary care and clinical effectiveness. After being awarded Fellowship of the Faculty of Public Health in 1999 she became Deputy Director of Public Health at Cambridgeshire PCT with a lead for Information Strategy and Clinical Governance. From 2002 to 2006 she was the Director of Public Health at Huntingdonshire Primary Care Trust and Head of the Public Health Network for Cambridgeshire and Peterborough. She holds a Diploma in General Management from Ashridge with Distinction and studied improving quality. She has written several major needs assessment and strategies such as for Long Term Conditions, and has publications on health and social inequalities, knowledge management and health protection. She combines her ongoing role as Head of the Public Health Network and Deputy Director of Public Health with being Medical Director. She is an Associate Lecturer at Cambridge University.

Jessica Bawden Director of Communications and Engagement

Jessica joined NHS Cambridgeshire from the National Housing Federation, the trade body for housing associations. She has over fifteen years experience of public campaigning in the not-for-profit sector including working for Age Concern, the business campaign group, London First and the pro-European campaign, Britain in Europe. She also spent five years working in Parliament. She is passionate about social change and believes that successful change happens only when the public's views are truly heard. Jessica was educated at Oxford University and is married with four children.

Andy Vowles Cambridgeshire COO (Chief Operating Officer) (Incorporating acute & integrated commissioning)

Prior to joining NHS Cambridgeshire, Andy was Deputy Director of Commissioning for NHS East of England. His portfolio included co-ordinating East of England commissioning policy, supporting the development of commissioning expertise within PCTs, and leading on a range of policy areas including primary care and practice based commissioning. Before joining NHS East of England, Andy was Head of Performance for Essex SHA, and has also worked for a number of national bodies including the Audit Commission and the Department of Health. Andy lives in Cambridge with his wife and three young children.

Dr Liz Robin Director of Public Health (Cambridgeshire)

Liz was born locally in Swaffham Bulbeck, East Cambridgeshire and trained in medicine at Oxford University and Westminster Medical School. After hospital jobs in medicine and psychiatry, she went on to train in public health medicine in East London, and held a consultant post in public health at Redbridge and Waltham Forest Health Authority. Most recently, Liz was Director of Public Health for East Cambridgeshire and Fenland PCT. She now lives in Ely with her husband and two children. Liz’s post is a joint appointment with Cambridgeshire County Council.

Dr Andy Liggins Director of Public Health (Peterborough)

Dr Andy Liggins has lived and worked in Peterborough since 1994 in a variety of public health roles. Previously he worked in general practice in Yorkshire. He has been Director of Public Health since 2002 and is jointly appointed between the NHS and Peterborough City Council.

Jill Houghton Director of Nursing and Quality

Jill is a registered nurse, midwife and health visitor. She has had experience in all sectors of healthcare, clinically and managerially within primary and secondary care, at a Health Authority, Strategic Health Authority and at board level in a Primary Care Group and two Primary Care Trusts as a Director with responsibilities for patient services, quality, safeguarding and infection control. She have been a member of the Nursing and Supportive Care Guidelines Advisory Panel at the National Institute of Health and Clinical Excellence and undertaken national projects, in relation to patient safety and quality, with the Leadership Centre, the National Patient Safety Agency, the Department of Health and the Chief Medical Officer’s Office.  Jill was most recently the Director of Nursing for West Mercia Cluster which consisted of four Primary Care Trusts and six Clinical Commissioning Groups. Jill's role is to ensure commissioning for quality is delivered through the changing NHS Architecture working with providers, Local Authorities and particularly the shadow Clinical Commissioning Group to ensure our population receive the best quality of care possible within available resources.  

Alan Mack Director of Corporate Development & Performance

Alan joined the NHS in October 2002 following the establishment of Braintree Care Trust - an adult health and social care organisation, one of two PCT based care trusts. In October 2004, he was appointed as Director of Performance and Corporate Development for the Care Trust and Chelmsford PCT following the creation of an integrated management team across both Trusts.
Prior to joining the NHS he was a senior manager in Essex Social Services with responsibilities for HR/OD and Facilities Management. During his time in Essex he was heavily involved in the establishment of the 3 key health and social care partnership organisations, the two mental health trusts and latterly the Care Trust. Alan joined NHS Cambridgeshire in March 2010 as Director of Corporate Development and Performance.
