
During late 2009, we reviewed our Strategic Plan to take into account the rapidly changing economic outlook. The downturn in the global economy will have a far-reaching affect on the finances of the entire public sector. Meanwhile, demand for health services continues to grow unabated as the population increases and ages and as new treatments and technologies are developed. It was against this background that we decided to conduct a fundamental review of our Strategic Plan which we completed in January 2010.
We started by reviewing the health needs of our population, using a variety of information sources including the Cambridgeshire Joint Strategic Needs Assessment. We also compiled a detailed compendium of information covering topics ranging from performance benchmarking through to modelling different future scenarios.
Guided by our strategic vision and, using all available information, we identified six major strategic change programmes which, together, will transform commissioning and the way that services are provided. These programmes will be our primary focus for the next five years and are listed below.

Each programme has supporting initiatives which will turn our strategic vision into reality.
Since drawing up the revised Strategic Plan, the national policy framework for the NHS has changed significantly with the publication of the Government White Paper in July 2010 (Equity and Excellence: Liberating the NHS). This was complemented by the publication of several detailed documents seeking views on issues such as commissioning for patients and local democratic legitimacy in health. The implementation of these reforms will be subject to broad consultation by the Government; many of the changes set out in the White Paper will require primary legislation. In addition, we anticipate that the results of the Government’s Spending Review will be published in late Autumn 2010.
In view of this, we will review our Strategic Plan later this year to ensure that we are able to implement the national policy reforms.

NHS Cambridgeshire’s Operating Plan provides the first step towards achieving the targets outlined within the five year Commissioning Strategy Plan. The Operating Plan is our detailed spending plan for the financial year (1 April 2009 to 31 March 2010).

Since 1 April 2008, local authorities and Primary Care Trusts have a legal duty to produce a Joint Strategic Needs Assessment (JSNA). A JSNA is a systematic way of gathering information about the current and future health needs of the local population. The needs assessment will be used to inform the planning of services and to decide how resources should be shared between services. This is so that the needs can be addressed and health inequalities in the population can be reduced. NHS Cambridgeshire and Cambridgeshire County Council have now published the first Joint Strategic Needs Assessment
We also work together with local government and other partners to improve the health of Cambridgeshire residents and have produced a number of strategies and plans detailing how we plan to address key areas such as alcohol harm reduction, drug misuse and harm reduction and also our priorities for children and young people.
